NIOSH, the National Institute for Occupational Safety and Health, is a federal research agency under the CDC. It is not OSHA, though the two are confused daily. The manufacturer's production line stays subject to audit, and NIOSH can (and does) rescind approvals when production quality drifts from what was certified.
